You sound like a good tenant, who understands it from both sides. The situation in the flat above yours with 25 people coming and going is really weird. In the UK, they'd need permission to use it as a house of multiple occupancy for that. Or it sounds like sub-letting, which is usually against the contract. I hope you sorted out some of your problems with your place. It does sound like you have ongoing challenges.
