Yes, if the press had to get permission of everyone in the crowd to report on a football match, riot, or other event, there would be no images. And in the UK, images of people in a public place are allowed to be used in editorial, but not other types of commercial use. Private land is different. I know this because I contribute to a photo library that makes these distinctions. And I've researched it. US laws may differ.
