Yes, I believe that's where 'fair use' exclusions, come in, but it's still supposed to be credited. Well in the UK it is. And I'd have thought if you're criticising someone for failure to credit, it'd make sense to credit in other countries too. For example, one screengrab showed an image used by the winner for sale on Shutterstock - so finding the correct attribution would have been really easy in that instance. The permission stuff was more general advice for the use of images on Medium - perhaps for those who might want to enter competitions!

I've tweaked it to better distinguish between fair use and other stuff (permission).
