Council stuff, technically, you *should* get permission. But the chances of them giving you permission are probably slim, due to council incompetence and lack of communication.

If your piece is not derogatory to them, I might be inclined to quote what you want to quote, but then, it's your risk not mine. I think councils have better things to do that go round suing Barry because he shared their email...

BUT I could be wrong. It would be unfortunate to find out.

EDIT_ I was just thinking. It's very common to quote a paragraph of news coverage as long as you declare the source. I feel the risk is lower on quoting small sections of text, than on using whole images.
