Well, I suppose that would be the other option. If they weren't communicating with people telling them to open publications and then apply, that would have solved the problem. They could just invite people who open publications because they wanted to. Invite those who *they* wanted to join the program, instead of inviting everyone to open a publication and then apply.

Frankly, that probably would have been a better approach. Saved people some hassle.
