This reminds me of the time I was dragged down the stairs by my hair by a persistent bully who wouldn't leave me alone. She then thumped and kicked me at the bottom of the stairs. I rolled up into a ball to protect my face from her feet, and crowds watched and cheered. She eventually got bored and moved off. She was disciplined by the school because someone reported it, but no one stepped up to help me, and the bullying ceased for a while. But she was never taken out of my classes.
