This happened repeatedly on the sale of our house 20 years ago, too. One buyer kept us hanging for a year before pulling out. In the meantime taxes went up, and the whole thing was a nightmare. We wished the agent had never taken it off the market. I reckon probably at least 50% of offers are never completed for ambiguous reasons that have nothing to do with the saleability or condition of the property.
