That's only among people who hit their 100 limit every day and have a systematic approach to reading and commenting that mimics bot behaviour. e.g. if the filters think it's not a human account. If you're behaving in a normal way, you shouldn't get banned. Leave thoughtful comments and the read stories before commenting, and it should be fine.

I've never hit the limit. I don't have time to read that many stories!
