That is theoretically how it works. In practice the whole thing is one big estimate and you can earn more or less than someone's monthly fee based on their reading habits. But no, R4R shouldn't make that much difference, except I supposed when it's automated by bots at scale - then it can potentially pull a lot out of the communal pot.
