Sometimes people delete articles because they're out of date, but yes, if you re-publish it's an attempt to see if does better the second time around. There is merit in looking at WHY it did badly the first time and rewriting version 2 in a way that might overcome those problems. So you can keep two versions on the platform. I've done that too.
