It's definitely a growing problem here in the UK, with more people on the streets, it seems. Any city, anywhere, you seem to have beggars. It can be quite upsetting.

Efforts to stem drug use seem to have failed, too. I always found that odd.... because if I had money for drugs when I was younger, I'd have spent it on moving out of the family home earlier - not on drugs. If you have money you can choose to spend it on solving the problem. But once you're addicted, that's a whole other problem.
