It does refer to editors working with writers.

Editors don't have to do the work with writers if they don't join the nomination program.

Anyway, I've changed it from 'working with people' to 'working with writers', so hopefully that is clearer.

I'm just trying to avoid people wasting time aiming for a goal that is currently closed to new applicants.

Apologies for my rambling over-explanation earlier. Feeling a bit got at. Maybe I need a break. 🙂
