In my area in the UK, the flouride levels are naturally at their maximum permitted amount anyway, from the natural flouride in rocks - e.g. they don't add any to the water. It's there anyway. In fact, if it gets too high, they would have to filter it out so they stay within limits. But apart from that, the best approach, I think is having it in toothpaste, which you use at least once a day.
