If you read the context, the whole article is about the boost nomination program being closed to new applicants.

So the positive from that is that if they are not a boost nominator, they don't need to work with writers to improve their work. They have more free time.

I've changed 'people' to 'writers' for clarity. But seriously, the preceding sentence should make it clear: "Being a boost nominator is a hassle anyway, so look on the bright side…"
