I used to get 'Smile love!' a lot, often from builder types. It was a bit annoying. I was usually walking along, lost in my thoughts. When I started using Zoom I did notice that my relaxed face is slightly turned down, so do I look miserable? I don't know.

I usually just walk on. This guy sounds like he was being friendly. I'd take it as just that. Builders being rowdy as you walk past, not so much.
