I think Medium has a lot of inactive subscribers. There are funds for staffing and other costs, so it might come out of the Medium pot, not the writers' pot, but it could go either way.

I'm assuming there will be minimum eligibility criteria for publications - like a minimum size, number of writers, number of daily posts etc. And it might not be all publications, even within those criteria.
