I can understand why the article on scraping makes you uneasy, especially if it's saying it's a good idea. But then, if she wanted to copy and paste your article, she could also do it the old fashioned way.
People reading how to make money from the internet seem to make up about 90% of medium's readership, so I wouldn't worry too much about that, but I wonder if she realises the scams are scams or is just looking for ideas.

I wouldn't remove your story. But if you wanted to delete and republish, you can do that without rewriting it - the duplicate content rule only applies to content that hasn't been deleted. I'd leave it 24-48 hours to ensure it's definitely 'gone' before you republish, if you want.
There's no law against storing information without permission, unless it's people's personal data. And of course, as writers, we constantly refer to other people's work for information. Perhaps she just liked your story.
