I had trouble getting verified by Stripe, but persevered. The customer support are utterly useless but the Twitter team speak and understand English. That's who you need to engage with. Explain the problem - get into a conversation in the DMs, and send them a scan of your driving licence. That sorted it for me.
Funnily, I didn't have to do this for Medium, but I did for Vocal Media.
