I agree. But the Victorians could afford to go ahead with big projects and developments to take civilisation forward because they didn't have the social system we have in place now. They could spend on the money on infrastructure, because extreme poverty was considered acceptable. These days, we have massive welfare costs, health costs (in the UK anyway). The government budget is spoken for already, plus some.
