Having seen greater transparency on Newsbreak, I think a large part of it might simply be distribution. Stories that gets distributed get viewed. Lots don't get distributed. How on earth to make the algo distribute something is a mystery. Newsbreak only distribute my stories on Russia. Nothing else.
