Have you tried writing to the culprits? We have managed granny flats with a car park next door. They behave like this sometimes. It's annoying on many levels, not least because their floodlights go into our bedroom window! Anyway, the lights are supposed to go off at 10pm, but sometimes they're on 24/7. When they are, I email, or phone them and ask them to fix it. Sometimes it works, although it takes a few days. Until the clock changes and then it all goes pear shaped again.
