Wow. That's powerful stuff. In terms of redirecting attention from what matters. I've been saying for years that we shouldn't be paying people to have babies. UK government has now cut child support to people having 2 babies, but we shouldn't be encouraging that. But then they say we need more babies to pay our pensions.
My answer to that would be to live simpler lifestyles so we can save enough for a modest retirement, without needing to breed.
Anyway, no one agrees with me. Including the people who put together the summary. I read the summary of a previous report - it's a wad in itself. I used it to inform a magazine article I was writing to raise awareness. As you say, if you take out that important point, it hides it from policymakers and everyone else!
