Demand that they put their clothes back on, clean up their mess, and get back to class!

Does no one in the US teaching system have any gusto. I mean, in the UK, the kid who was behaving like a dog would have been told to get back to his seat and stop being stupid. That's the role of the teacher. Why didn't you just take charge and order him back to his seat? Is that not allowed?
